UDAYPUR DISTRICT

Udayapur is one of the eastern Terai districts where the Rural Community Infrastructure Works (RCIW) Programme is being implemented for the last six years since 1995. The achievement record of the district has been very good in general. Even this year, despite the national emergency and security situation in the country, the overall progress is satisfactory.

Projects implemented by the different agencies:

A. RCIW regular through DPSU:
1) 9 road projects in 2 backbone projects
2) 6 plantation projects in backbone project area

B. RCIW-DSCWM:
1) 5 river training projects
2) 6 catchment ponds
3) 2 plantations
4) 1 irrigation
5) 1 water source conservation

C. RCIW-LGP Collaboration:
1) 4 catchment ponds
2) 1 plantation

The total cost of all the projects implemented in 2001/02 was NRs. 15,58 million including WFP rice, crate boxes provided by GTZ, cash from MLD and DSCWM, VDC cash and users contribution. Altogether work equivalent to 590 MT rice was performed

Regarding the quality of infrastructure, the micro projects are good while the road projects are satisfactory within the framework of RCIW programme limitations. Katati-Gaighat-Chatara road is expected to be completed coming year but further input will be required for structural works. In Raniwas-Rauta green road, the quality of construction improved with the assistance of GTZ through consultant in survey andconstruction work. This technical manpower and structural support is further required in this hill road.

During the FY the implementation of FfW projects involved almost 100,000 labour-days of men and women from poor households of the districts. In the course of the programme implementation, more than 1,200 people from UGs and VDCs received orientation on RCIW principles including gender aspect. The poor and marginal households have received significant benefits out of the programme. About 3,600 households benefited getting short-term employment opportunities. On average every participating household received about 319 kg rice and NRs. 319 cash in core projects and about 136 kg rice and NRs. 136 in micro projects. Average earning of worker per workday was 5 kg and NRs. 5 cash.

Micro projects implemented will contribute in improving food security and thus benefit users in long run. The persons trained by the programme an social mobilisation support through NGO will definitely contribute to increase the local self-help capacity of the villagers. From the FfW groups, 74 Saving & Credit groups have been formed. The groups conduct regular meetings for saving, IG activities and discuss social matters. Out of the total of 74 groups, 31 are women-only, 30 are male-only and 13 are mixed groups.
