SAPTARI DISTRICT

Saptari is one of the districts where the Rural Community Infrastructure Works (RCIW) Programme is being implemented for the last seven years since 1995/1996. The achievement record of the district has been very good in general. This annual report covers different activities implemented with achievements and problems encountered during the working season as well as recommendations.

Resources available this year were 450 MT rice and a total MLD cash of NRs. 1.75 million. The available MLD cash included NRs. 1.18 million for materials/skilled labour and NRs. 0.6 million for ITSH (transportation, house rent, loading/unloading cost). DSCWM cash was available for material expenditure, besides that NRs. 0.105 million VDC cash for unskilled labour.

The total expenditure for projects implemented during the F/Y 2001/02 is around NRs 12 million. The expenditure included NRs. 6.75 million rice (450 MT), NRs. 2.6 million for construction material and skilled labour, NRs. 0.7 million ITSH costs, NRs. 0.1 million VDC cash for unskilled labour, NRs. 0.5 million user contribution and NRs 0.15 million ChFDP cash for construction material.

During the programme implementation over 100,000 labour days of poor households were performed. The poor and marginal households have received substantial short-term benefits through the programme. Altogether 1,683 households from deprived ethnic castes were considered short-term beneficiaries. The average earning of the worker per workday was 5 kg of coarse rice and NRs. 3 in cash. The working days and earnings per labour varied from project to project and person to person.
The technical supervisors received 2.8 MT rice for 431 person days of work. From RCIW-DSCWM activities implemented by UGs food-deficit families benefited directly through short-term employment. During the year under review more than 1415 workers including 838 women received on average remuneration of 265 kg of rice and NRs. 62 cash. Many workers and User Committee (UC) members received training in various fields. About 17 UC members for instance were trained in project management. Out of them 20 received record-keeping training. In addition, 10 persons were trained in technical training. About 272 women UG members went through intensive wife and husband training to increase women participation. Besides this 3 technicians (overseer, ranger & JT) and 5 social mobilizer participated in various training sessions.

Altogether, 31 women Saving & Credit groups have been formed and 33 record-keeper (2 male, 31 female) received training on Saving & Credit. A total of 891 women were involved in the Saving & Credit scheme. The groups are handling about NRS 0.5 million as a loan from micro finance program and their return rate is 98 percent

The projects screening work for the coming working season 2002/03 is ongoing with priority of IG projects of old UG.
