Rural Community Infrastructure Works (RCIW) Programme
implemented 13 food
for work projects – 3 rural roads, 2 river training, and 8 fruit farming
micro projects - during the working season 2001/2 in Dadeldhura District.
3 rural roads and 2 river training projects are ongoing since 1995/96.
However, additional 15 PLA centers and 6 new micro projects were implemented
in 2001/2. Two old micro projects initiated in 2000/01 were also supported.
The overall approach stipulated in prioritizing the
list of projects demanded in accordance with the RCIW guidelines. The
selection of projects was undertaken in close consultation with DDC and
VDCs with the delivery of substantial inputs from the GTZ/TA. However,
the input from the RCIW personnel remained minimal during the reporting
period.
In the course of implementation, experiences gained during previous working
season were exclusively diagnosed and adjustment made upon for effective
delivery of "software" component to realize the envisaged targets.
For the accomplishment of timely outputs, social mobilization support
was provided for different self-help groups through locally operated NGO
called Rural Environment Development Center, with a view to strengthen
the managerial and implementation capacity of those groups through transparent
mechanisms. Various social activities for development of social capital
such as PLA centers, savings and credit were organized.
The basic element in the implementation of RCIW activities is building
partnership approach with DDC, VDCs, UCs, and UGs for the implementation
of sub project activities with partnership "Self help" approach.
The overall approach adopted for the implementations of "software"
component are guided by the participatory approach.
