DISTRICT Likewise 8.3 km of rural road (middle widening) has been completed and for the total of 43 fruit plantation projects about 10,287 walnuts, 5,398 mangoes, 112 lichi, 325 TIMUR, 6,136 citrus, 80 grapes and 108 katahar plants, i.e. planting of 22,448 plants has been completed within this FY. A total project cost during this working season was estimated of about NRs 10,289,000 out of which ITSH NRs 1,056,000 (transportation, house rent, loading or unloading cost, and salary of food distributors), construction materials NRs 853,000, skill labour NRs 250,000 and survey cost of NRs 30,000 and rice equivalent to NRs 7,500,000 (500 MT). A total expenditure for projects implemented during the FY 2001/2002 was around NRs 8,643,586 out of which ITSH NRs. 995,258, construction materials NRs 849,472, skilled labour NRs 248,080, survey NRs 29,690 and WFP total contribution of rice for "food for work " was 431 MT rice During the program implementation, the poor households performed over 68,157 persondays out of which 40,535 persondays were performed by men and 27,602 women workers. The poor and the marginal households have received substantial short-term benefits through the program. 4,263 households were considered as short-term beneficiaries from deprived ethnic castes. The average earning of the worker per workday and earning per labour varied from project to project and person to person. From RCIW activities implemented by UG food deficit families benefited directly through short-term employment. During the year, more than 4,278 workers including 1,380 women received on average remuneration of 63.74 kg of rice, the VDCs did not provide cash to UGs.
The Rural Community Infrastructure Works (RCIW) under the food for work program was launched in Dialect district since 1995\96 and has complicated its seven working season. The program is expected to run more some years as the HMG\N, WFP, GTZ and DFID have agreed to implement jointly planned activities under the RCIW and RAP joint project in Dialect district. The three main objectives of the program are: · To improve the accessibility to food of poor rural families This Program is jointly run and assisted by HMG\N, WFP and GTZ and has the aim of creating rural community infrastructures in the food deficit areas of the country and improving the self-help potential of the rural users groups. One of the objectives is also to generate short-term employment opportunities to reduce the situation of food deficiency in the short period and create long term food security through created infrastructure and other agro-based activities, e.g.; fruits farming. The RCIW Program has been realized as the most important part of district
level poverty alleviation program. Accordingly, the RCIW program has
been initiated in Dailekh district since the last seven years and a
lot of productive rural infrastructure has been established in order
to achieve the project objectives in a process oriented and decentralized
manner, In second phase of the program, the backbone approach was followed
and micro projects (fruits farming) were launched in the project corridor
area. It is expected that income situation of the target people who
live in food deficit area of Dailekh will be improved. The local people
were encouraged to participate in all the phases of planning cycle from
identification to implementation, monitoring of this project. General Feature of Project Area Situated in the mid western development region, Dailekh is a hilly district
bordering Jajarkot in the east, Achham in the west, Kalikot in the north
and Surkhet district in the south. It has a huge area of 15,022 km2 with
a population of 236,119, out of which 115,698 are male and 120,421are
female. About 45% land is covered by forest and 40% land is used for agriculture.
Politically, the district is divided into 1 municipality and 55 VDCs.
Dailekh has been placed as one of the most food deficit districts in Nepal
as the land available for agriculture purpose is very limited with minimum
irrigation facilities around the year and low production, which varies
from place to place. Since the beginning of the program 48 VDUs and one
municipality have been covered for at least one or more years. This year
RCIW Program is implemented in 7 VDCs and (VDC location map see Annex)
Program has taken 2 backbone project of 18.3 km. The backbone project
is divided into 2 clusters, Tallodungeswor to Mathillo dungeswor Rural
Road lies in cluster (I) and Thatikandh –Ukalimod-Singasain Rural Road
lies in cluster (II). There are 5 VDCs in cluster one project and 4 VDCs
in Cluster II. |
